Reformatting old HD, Instalation of 3.0

OK, I have an old computer. It once had an old hard drive. Then the hard drive crashed. If I reformat it, will I be able to use the hard drive again?
Then I need to install Windows 3.0 if that works. Does that have a formatting utility on it?

    You will first have to install DOS before you can load Win3.
    DOS has a formatting utility.

    If the hard drive crashed (as in died), it is still dead. If it is still functional you could be  oK. Download a DOS bootdisk and see if you can format it (www.bootdisk.com) Without a full version of DOS you cannot proceed further, but you will know what you are up against.
