Help with tablet please

Hi all
Apologies if this is already covered in a thread here - I am still searching.

Can someone advise of a tablet, that will allow me to load a word doc, and then edit with hand writing whilst I walk around a site
If it can covert handwriting to text, that would be good, but not essential

I will then need to transfer the document to my desktop for further editing

How much is your budget? 

I have a Microsoft Surface Pro 7 that will allow me to do that but it cost almost $800.  Microsoft has a less expensive tablet, the Surface Go that can be had for around $400.  Other manufacturers have similar offerings.
