Shut-Down Problems

Wow, my computer seems to be full of problems!

Well, now i can't shut down.
I can click shutdown, but the computer will just restart.
Also, i have my computer initiate shut down if i press the botton on the front of my computer, but that just does the whole restart thing.

I'll then get a BIOS error message, and it'll take me to my BIOS screen and reset my processor to [AUTO] and i hate that because i have to readjust it each time because i overclock my processor.

Is there a way to fix my computer without having to hold down the front button for 5 seconds to get it to turn off?

I'm on Win98 with an unknown motherboard (sorry!) and Phoenix BIOS
