Locking in Chrome's download destination

Even though the SETTING is for Chrome to download to a partition D, it instead puts downloads on the Desktop. How can the misbehaviour be stopped ?

    You can delete the chrome and all the settings from registry and then try installing it again. Or try other browser, like firefox.

    No need to remove and reinstall Chrome. 

    Do the following: 
       1) On your computer, open Chrome.
       2) At the top right, click More More and then Settings.
       3) At the bottom, click Advanced.
       4) Under the "Downloads" section, adjust your download settings:
            To change the default download location, click Change and select where you'd like your files to be saved.
            If you'd rather choose a specific location for each download, check the box next to "Ask where to save each file before downloading."

    And instead of just pointing at D create a Download folder on D...

    Turns out that RESETTING Chrome was the solution.
