    Be more specific please...
What is your client OS and etc.

Open Adminostrative Tools--ROuting and Remote Access. Right click on your server and choose Configure and Enable Routing and Remote Access, to run the wizard. Click Next (Common Configuration window), next and on the Remote Client Protocols window make sure you choose all the protocols your clients will use. You can add protocols also. Next comes IP Address Assignment window. If your IP addresses are assigned by DHCP or manlually. And if you have more than one RAS Server you can set up RADIUS to control them centrally. If not choose No, I don't want to set up RADIUS now...Click Finish to finish...
Then you need to go Active Users and Computers and allow the user Remote Access...and go to the client computer and configure there too...
Settings--Network and Dial Up Connections--Make New Connection--Dial Up to Private Network--Phone Number to Dial (enter the phone number to which RAS Server Modem connected)--Next--next...Here a client is Win2K.

Log in as administrator to perform all above...
Some steps skipped as you can choose for your option...
