setup is formatting freezes at 99%

I decided to scrub my drive and reload windows XP. Simple enough in the past but  today setup freezes at 99%.   When I quit it starts all over again  and freezes at 99%.  

what can I do to force it to continue?

Is this a branded computer with a restore disk or is it a no-name box with a ful XP CD?
Do you have a working floppy drive?
