MS Explorer Illegal Operation

BOOT_Problems:
When I start Windows 98 SE I get a message that says, "This program has performed an illegal operation and will shut down." After this i can do nothing with my computer.  I hit Ctl+Alt+Del and nothing is running.  What can I do?  Please help!  ???
