missing operating system on desktop

Please help....
I have fdisk my PC that has windows XP-pro and wanted to reboot windows 98 or to partision the Hard Disk into 2 so that I can use windows 98 and windows XP later. But, while fdisk c:\> I lost data..
Now every time I turn on the PC... on screen says....Verifying DMI Pool Data………
Missing operating system.
I keep tried several time to go to c:\> to setup the CD windows 98 it doesn't recognized or it cannot read the CD and it keeps saying missing operating system.

Any body can help me with to make my PC functioning will be appreciated.

Set your BIOS to boot from the CD.
Only able to visit the forums sporadically, sorry.
