How do you make an installer?

Is there a way to make an installer? or a program I can download to make one?
I searched Google a while ago and got nothing. If you search Google, tell me what you searched for.
(something free would be my preference and something that can be distributed)

    To make an installer that will decompress files, like an entire website or a game, that will install to a directory. Just like any other installer. And I am looking for a single .exe file, not multiple files. And something that can be distributed when the .exe installation is created.

    (I found a website that had one, but I am not sure if I should trust it. )

      Win Zip and Winrar....
      Well, I know that you can make an automatic installation with Winzip, but you cannot distribute it unless you pay a large amount of money for the pro edition. Winrar, I have never used. My cousin might have it, I will ask him.

      You know when you install a game that came on a CD? The installer I am talking about is one that would come on a CD, and maybe let you make an option to create a desktop shortcut, or a sub menu in the start menu. That kind of stuff, not just decompression.
