WinZip will let you use the software for a limited trial period without paying for it.  Just yesterday, I used WinZip 8.1 with Win 98SE to unzip a file.  You can download that version or other versions from Old Versions Available of WinZip to Download

7-Zip will also open zipped files, and it is as the OP said free.  Just load up 7-Zip and the use it to open the file.  What happens?

      Hi

      I use 7 zip often.

After downloading 7-zip, install it in your PC.

Then select your zip file, right click it and choose "open archive".

(Note: After installing 7-zip you will always see "open archive" in the context menu.)

Then a windows open and you see the original file(s) there.

You need to double click that file(s) to open it.
