Is there a program that simulates any version of Microsoft Windows on Mac OS 9?
And does anyone know what "SoftWindows" is?

Back in the day, I used VirtualPC to emulate a x86 machine on my old Beige Boxes. That was a while ago, back when Connectix made it, so I'm not sure how things are going with Microsoft's implementation (probably slow, bloated, and buggy... whats new?). SoftPC is another solution, but I'm a bit leary about what I've seen so far of BlackHole software. Their web site does not instill confidence in potential customers. Plus, what kind of company name is that? "Hey! Let's name a company after something that can't be seen, is totally destructive, and is poorly understood!! Woo Hoo!!!" Sign me up.

BTW, what kind of Mac are we talking about here? Gx series of 60x series (or 680x0 series)?

I dont have a CD-ROM or Floppy, so I cant use PCx right.

Well the think is that I have PCx 0.5b. I havent goten it to work yet but I know i will eventualy. Although to set this up you need a SCSI CDRom drive and a Floppy Drive. Just a floppy drive will work. You can (although I really dont think you should) get windows 2k on it. Without a CDRom drive (yes they do make USB floppy drives) then I would not hassle with anything more than Windows 95 and nothing older than DOS 6.22. I can send you a disk image of a bootable DOS floppy for 6.22 that will boot the emulator in basic (VERY basic) DOS mode.
