Where is the Windows FTP server

I have Windows XP Pro with service pack 2.

I can't seem to find the built-in FTP-server. Where is it?

I know there are plenty of good free ones out there, but I'd like one that starts up when my computer starts up. Also, if I use the built-in it won't use as much system resources I assume.
