Windows 2000 pro freezes up

My Latitude C610 will not boot up and freezes on the windows screen. (windows 2000 pro) I've pretty much tried everything I can think of: console, repair, fixboot, checkdisc,...etc.
 
And I ran the diagostics for dell: This is what come up:
 
everything was ok but this-
 
DST short status test: FAIL
Error Code 1000-0142
Msq: Unit Drive Self
Test Failed-Status byte=74
 
When running windows repair this came up:
The following value in the .SIF file that setup uses is corrupted or missing value 0 on the line in section (sourcediskfiles)
with key "sp4.cab."
 
Setp was unable to copy the file sp4.cab.
 
I fortunately made a backup of my important drives files just 2 days before this happen!!
 
Is this a hard drive problem or a windows problem????? :o

Is that diagnostic software for the HDD? If so, it seems like your HDD is failing.

Dell has free diagnostics on their web site for their machines.  ;)
