New Windows Vista licensing question

Anyone hear about the new Windows Vista licensing? How do they know if your computer is a new one or not? I reformat every now and again, am I to understand that everytime i reformat i will need to buy another copy?

Again, I am waiting for one legitimate reason why people need to "upgrade" to Vista at all.

"Because you can" doesn't seem adequate and any amount of eye candy is meaningless. I understand it will be on new machines sold and you will not have a choice in that regard.
