Tweak UI Disabled

EMACHINES:
WinXP Home  SP1
1733 megahertz Intel Pentium 4
382 megabytes memory
MB: TriGem Computer Inc Imperial 1.03
Bios: Phoenix 6.00 08/26/2002

When I try to open Tweak UI it gives me the following message:
"Tweak UI has been disabled by your administrator"

I am the only person using this computer and have it set up with no login on start up. I do not use Tweak UI very much but the last time I used it, it was ok then. What would cause this ? I'm thinking of removing and reinstalling but I would still like to know why.

I'm not a programer, not even close, so I would like to know what the following is refering to. Where does one get these files to doulbe click on as mentioned in this link. I would like to be able to use TweakUI and Regedit. It mentions:

"I've two REG files, regedit-no.reg and regedit-ok.reg, and one VBS file, regtools.vbs"
