If I understand your question, are you're looking for a program to block the user from downloading things?

    Depending on what version of Windows you have this can be done with user account settings within Windows itself...

    Also, some routers allow filtering of web traffic. With my dlink router, I can set it to block all sites except the ones I specify, or I can allow all and block only the ones I specify.
