Does any one know how to make microsoft outlook download headers only like outlook express does.

No, but you can set it to view all "Read all standard mail in plain text".  This means HTML mail is viewed as text unless/until you tell Outlook to display a particular message as HTML.  This accomplishes the same thing, from a security standpoint, as using Preview pane in Outlook Express.

I'm referring to Outlook 2003, with Win XP Pro SP2.
