2 Problems Please Help!

Ok, I decided to put this in this forum, I figuered that the Windows forum wasen't really appropriate for it.

I have 1 problem with my computer when on the internet.

1.  None of my CTRL+ actions work (CTRL+F etc), and links that open a new page (leaving the site from which I clicked on still open, and the site it leads to open as well) don't work either. I don't know what else could be wrong here...

Someone help please! This is starting to annoy me! Thanks to whoever can help! 

I use Windows XP and SP2.

No, I decided to put one here instead because it's internet related. All games, unless there isn't a scroll bar.
