qwerty -> azerty win 98(can't use CD)

I want to recover an old computer.
just for fun but still.
it works with a pcmcia card to connect to the Internet.
But at the end it was broken and never fixed.
I was able to restore the Internet connection but somehow that also resetted the keyboard back to QWERTY.
Now when I want to change that back to azerty I need the CD.
That wouldn't be a problem if the cd-ROM would still work.
But it doesn't.
Now here is my question:
Can I change it back to azerty without the cd?

Try this

From Start menu, select Settings then Control Panel.

Start Keyboard and select Input Locales tab sheet.

Click Add... button.

Select desired Input locale, Keyboard layout/IME.

Make sure Enable indicator on taskbar is checked and click OK.

I only have a tap:
-speed
and laguage.
It is win 98 second edition
When I try to change the laguage en then click the OK button it promps to put in the CD with label: Win 98 second edition
