Tool Tips remain on screen

Using: Windows XP, Office 2003,Internet Explorer 7;   On an intermittent basis, when on the Internet,"tool tips" (the little labels that appear when you rest your pointer on an icon, defining/identifying /explaining the icon, etc.) remain on the screen long after the window with the icon prompting the "tool tip" has closed.  The "label remains on the screen blocking part of successive windows.  If I roll the cursor over the label, it momentarily becomes a pointer, but nothing else happens.  The only way I've discovered to remove the errant tool tip is to log off the internet, which, can be quite inconvenient.  Is there another way to remove this, or to prevent it from happening?  Thanks!
