4MB isn't necessarily low-end, but I have seen a few people with that speed having issues, although not many.  Did this problem start before or after you installed Norton?  Just out of curiosity, try temporarily disabling the firewall.  In fact, disable the entire program if you don't mind.  Although your firewall is set to allow Steam, it's possible that the Norton program itself is interferring with it.

One suggestion I can give you is to use FixWareout and post your results on the Steam forums...members there have a much better idea of what other programs would interfere.  Two warnings, though...(1) you have to wait for approval before being allowed to post and (2) many members will swear up and down that the problem is with you and not Steam.  They'll still try to give you a hand, though.

As you can see, Steam is a major pain when it comes to troubleshooting.  It would be best if you could contact Valve for assistance, but it often takes them quite awhile to get back to you (if they ever do).

      dude,,, the problem can be that internet falls in and out..
      do you have a screen to check your current internetstatus?
      is there a password on your computer?
      do you have an internetchannel?

      -check if your status is correct
      -if its not retype your internet-password
      -try to get to another channel

      I know it's been a few days, but the recent connectivity issues have finally been brought to Vavle's attention and they are currently working on resolving everything.  Give it a little more time and things just might start working properly again.
