In order to play the video it has to be downloaded to your computer. The pink bar shows how much of the video have been downloaded. So if the dot catches the bar it has to wait for more of the video to be downloaded.
This can happen for several reasons. The videos might download too slow if the servers at Youtube are streaming videos to more people than intended. AIs this a problem with all Youtube videos or is it only a problem with some videos or at certain times of day?

It might also be a problem with your internet connection.
Have you installed or removed any software recently?
Are you running other software that might be using your internet connection? Like p2p programs for example.

Are you running other software that might be using your internet connection? no only zone alarm which is a firewall...

and this happens ever time of the day.

You could also download the program Everest Home Edition which is free, but has been discontinued so it's hard to find. Luckily, I found it for you. Here's the link: http://www.download3k.com/System-Utilities/Benchmark-Utilities/Download-EVEREST-Home-Edition.html

Just a comment on your problem. I don't know what could have caused the slow down in loading your video, but if you click the pause button on the screen the video will continue to load without playing. Then you can play it in its entirety when it's finished loading.
