Ok, I put the Windows ME CD in and restarted the computer, it goes to Safe Mode, but there is nothing else in this window, how do I get to the Windows Explorer?

OK. Things are getting mixed up, because you not alway answer my questions.
Let's start again.
Put BOTH, floppy, and CD in.
Restart computer, and post back, when you're at A:\> prompt.

While I have been waiting for you to answer, I have been reading on the Microsoft website troubleshooting, I put both the CD and the floppy in and ran scanreg/restore and it worked!!!!!!  I restarted the computer and I do believe it is ok!  Thank you so very much for your patience and help!

Make sure to create restore Point.

I did create a restore point and I have restarted the computer twice now.  Tomorrow we will figure out how to lock it so it cannot go into Safe Mode again.  Again, thank you so much, I will come back here if I ever have another problem.

You can't, and you shouldn't, because Safe Mode is sometimes needed as troubleshooting option.
