It looks like serious infection. Is your IE still usable, so you can download things?

IE still is usable till a new window pops up. it takes me to my home page with every new window. when this first started i reloaded windows from scratch. thinking maybe the would solve it but i still opened IE repeatedly, and randomly. since then i have also replaced the hard drive with no change to the problem.

Download, and install Firefox: http://www.mozilla.com/en-US/firefox/, so you can have one browser, which would work for you.

No, you can't. It's part of Windows. It's always a good idea to have two browsers installed.

OK, then. Restart your computer in Safe Mode with Networking (after restarting keep tapping F8 key until menu appears). Reply from Safe Mode, and we'll go from there.

                I don't see much.
Open HJT, and checkmark this entry:
                - R0 - HKCU\Software\Microsoft\Internet Explorer\Main,Start Page = http://start.rcn.com/
                Click "Fix checked".

                Restart computer.

                After restart....

                Print these instructions out.

                1. Download SUPERAntiSpyware Free for Home Users:

                            Clean...

Download SDFix (http://downloads.andymanchesta.com/removaltools/sdfix.exe) and save it to your Desktop.

                                * Run the SDFix.exe by double clicking on it.
                                * Allow it to install into the default location which is c:\SDFix
                                * Now please reboot your computer into Safe Mode:
                               # After hearing your computer beep once during startup, but before the Windows icon appears, tap the F8 key continually;
                               # Instead of Windows loading as normal, the Advanced Options Menu should appear;
                               # Select the first option, to run Windows in Safe Mode, then press Enter.
                                * When you have booted into safe mode, open the C:\SDFix folder and double click RunThis.bat to start the script.
                                * Type Y to begin the cleanup process.
                                * It will remove any Trojan Services or Registry entries found and then prompt you to press any key to Reboot.
                                * Press any Key and it will restart the PC.
                                * When the PC restarts the Fixtool will run again and complete the removal process then display Finished, press any key to end the script and load your desktop icons.
                                * Once the desktop icons load the SDFix report will open on screen and also save into the SDFix folder as Report.txt.
                                * Attach the Report.txt file to your next message.

without opening it. i can turn it on and leave the room while it starts up. when i return 5 min later firefox (which is now my primary browser) open to my homepage about 12 times. in 12 different windows.

Uninstall Firefox completely, as described here: http://kb.mozillazine.org/Uninstalling_Firefox
                                              Reinstall.

In this case, in my opinion, you're facing reformat, and reinstall, unless someone else will come up with better idea.
                                                I'm sorry.

Do you have your XP disc?

If so, click on start > run then enter sfc /scannow (*note the space between sfc<space>/)

This will replace any damaged system files, your personal files will be untouched.

                                                Worth a shot...

                                                  Have you tried resetting IE?

                                                  http://support.microsoft.com/kb/923737

(I know your problem is affecting Firefox aswell but it can't hurt to try. Reset then try IE)

Also make sure you have all critical updates from Microsoft updates...

                                                  See if theres any change...

i still have the same problem. i am afraid i may have to take it somewhere to have it repaired. but i know they will run all the spyware and ad ware scanners and the will have no luck. just like i have. and then they will reload windows. all of witch i have already done and they will charge me $200 dollars and i will still have the same problem.

As Broni advised, format the HD then reinstall windows from scratch.

                                                    Here's a guide:

Good luck & sorry I couldn't be more help...
