Temporary Internet Files folder size

I need to free space on my drive. Temporary Internet Files (located at Documents & Settings/Username/Local Settings, when I right click and view properties, states that it is 497MB, containing 4548 files and 9 folders. However, when I open the folder, it is empty. I already chose Delete Temp Internet Files in Internet Explorer and Firefox. I can view hidden files and folders (obviously otherwise I wouldn't see Local Settings). Why is temporary internet files telling my it is 497MB big when there is nothing in it? I am in an admin account. It is the same under my username and default user. How do I get this 497mb back into free space?

Run diskclean and defrag from Start/Accessories/System Tools.
Re-boot and see what it reports...
