The blue screen indicates a serious issue. Did you install any hardware lately? If so, can you use a boot disk like barts PE to remove it? You may need to boot to a rescue disk of some kind (PE is good) and copy all files, then format and reload Windows. Reply with any changes (software and hardware) that you have made recently.

Do the following:   Click the start button.
Right click my computer, and select properties.
        click the advanced tab
click startup and recovery, and uncheck the restart on error.

Next time it happens you should be able to read the page.
Copy and Paste it here. 8)

Emmmm - which Start button would that be?  The OP isn't getting past the splash screen, not even when trying Safe mode.

If the Blue Screen of Death (BSOD) flashes by too fast to read, try to stop the reboot process.

Power up the computer, tapping the F8 key about once per second or faster.  You should see the Windows Advanced Options Menu.  Select the "Disable automatic restart on system failure" item to stop the reboot cycle.  Hopefully instead of rebooting, it will now stop on a BSOD.  If you get BSOD, copy the "exact" error message text and numbers and post here.  This information can be used to search Microsoft Knowledge Base and/or Internet for possible causes and resolution.

You could also try booting with the "Last known good configuration" item from the Windows Advanced Options menu.
