    My friend's computer displays an "out of range" message on the monitor. It is an Envision LCD with a native resolution of
    1680 x 1050 at 60 Hz.

    Initial attempts to change the resolution in an attempt to get the monitor "in range" failed, resulting in not  being able to boot up in Windows Vista Home Premium. Booting up in Safe Mode allows us to get to the Desktop but any attempts to boot normally resulted in a scrambled display with vertical black bars. Several attempts, at various resolutions, were made with no luck.

    The computer and monitor were taken to the shop, it's still under warranty and my friend purchased extra service coverage.
    The shop repaired the computer and we now have it at home. Unfortunately, the same problem exists. The "out of range"
    error displays.

    Before I attempt to change the resolution, I would like to hear from others about what could possibly be happening here.
    Also, any recommendations for a fix? 

    Any help would be appreciated.

    I would take it back to the guy that "fixed" it, and tell him that it is still messed up and demand a refund or a proper fix.

    Also where a CRT monitor is designed to use several resolutions, an LCD monitor uses only one resolution, called the native resolution, which is the actual (and fixed) number of pixels built into the monitor. If you want to use a different resolution other than the native resolution select one that uses the same ratio of horizontal pixels to vertical pixels that the native resolution uses.

      Could be a lot of things ie. corrupted graphics driver that needs reinstalling, etc.

      Whatever it is you need to take it back to repair shop.  You have a warranty and most warranties become void if you try to repair.

          Is it possible the "refresh" rate is out of range.  Boot to Safe Mode, check it, reset it if necessary, and reboot to normal mode.

            Thanks to those who offered some help on my question.

            The problem turned out to be a 12 ft. VGA extension cable. Removing
            this cable and  connecting the monitor to the computer with the original
            cable solved the problem.
