You can pop in the Windows CD, Boot from it and get it to Reformat.

or if your going to sell it or have a huge virus problum i recommened you wipe it first with DBAN (google it)

Depends on the manufactor of your harddrive if you want to use an OS like Windows it will do it for you in the program, Linux will do this as well, google if you need help there are also seperate formatting programs which are easier to use but you need to know who made it.
