Try this.

Manual fix:

Click Start > Run and copy and paste the following line into the run box: regsvr32 urlmon.dll
Press OK
Once it is completed you will get this message DllRegisterServer in urlmon.dll succeeded, repeat the above steps, but replace regsvr32 urlmon.dll with the following: (enter each line one at a time selecting OK after each)

• regsvr32 actxprxy.dll
  
• regsvr32 shdocvw.dll
  
• regsvr32 mshtml.dll
  
• regsvr32 browseui.dll
  
• regsvr32 jscript.dll
  
• regsvr32 vbscript.dll
  
• regsvr32 oleaut32.dll

When finished restart your computer.

Automatic fix:

Click Here to download IEdll.zip. Save it to your desktop.
Right click on IEdll.zip click on Extract all.
Go to the extracted files and double click on IEdll.bat
Follow the prompts.
It will tell you when it is done.
When finished restart your computer.

Yea it makes it hard to know a solution when nobody reports back if the instructions worked or not.....

OP said that he'd like to know the reason - perhaps he wants the reason for the problem before he tries the fix?

I don't know the answer (the reason for the problem) but you probably do.

Not sure until someone tries the fix and lets us know.

The above fix re-registers the dll's and in turn hopefully any corrupted ones will be fixed.

If not that then it could be a corrupt/hijacked HOSTS file. That can be reset with HostsXpert.

Download HostsXpert

• Unzip HostXpert to your desktop
  
• Open up the HostXpert program.
  
• Make sure that the "Make Hosts Writable?" button in the upper right corner is enabled. 
  
• Click Create Back Up
  
• Then click on Restore Microsoft's Host Files
  
• Close the HostXpert program

Note: if you use SpywareBlaster, Spybot and/or IE-SPYAD, it will be necessary to re-install the protection both afford. For SpywareBlaster, run the program and select Enable all protection. For Spybot run the program and select Immunize. For IE-SPYAD, run the batch file and reinstall the protection.

If you can't come up with suggestions for a possible fix, then maybe that job isn't right for you.

We're not inconvenienced, it's just if nobody gives us any feedback on if our suggestions work or not we can't know what the problem was to begin with.

There is a multitude of things to try. Basically you troubleshoot until you find the cause.

We normally don't help with homework/job application type questions. It's just like cheating.

Okay - my 2¢: I'm on this board to see if I can help people fix their computer problems and to learn. Many people on this and other similar boards have limited resources to spend on their computers, and, if I (we) can help them to fix their systems, that's great! If @bspkumar  had stated at the outset that the 'problem' was contrived to test his knowledge, I'd feel a little less aggrieved right now.  As it is now, the dishonesty irritates me.

AND, I'm really pi#@ed because @bspkumar is not able to see that the question WAS answered. "A possible cause for this problem is that a dll necessary to the operation of IE may have become corrupted, therefore, I recommend... ."
