Loading to C:/ not booting from the CD drive

my PC has some problem.
it is formatted now with a windows 98 boot disk. when we try to install XP on it. it is not booting from the CD drive. the computer is loading to C:/ . This CD drive and Windows CD are in good condition and works well in other PCs. the  boot preference is given as
1 - Floppy
2 - CD-ROM
3 - Hard Disk Drive

that too tried several times but no success. is it because of any boot sector virus?

yes i have one spare HD. just wondering wht HD and booting from CD drive has to do with
