Zero is a chat bot and I'm with Carbon that he should not have admin rights in the #computerhope channel because he can sometimes be quite temperamental when it comes to banning people. Probably because he's been abused so much online.

He's visiting the #computerhope channel and taking a break from the #zero channel after Zylstra requested that he be moved onto the channel.

Floyd, did you read the part where it is stated that Zer0 is taking a break from the #zero channel?  He's not there, he's in #computerhope, which is why you can't talk to him in the #zero channel.
I may have missed a few things here, but who's actually controlling this IRC channel?
It's probably been stated somewhere before and I've just missed it, forgive my laziness.
I noticed Carbon, admin and JohnK as ops, as well as Zer0.

I was gone for the vast majority of yesterday doing RL stuff and for who knows what reason Zero decided to log off of #computerhope and stay offline as well. Guess he was doing RL stuff too. ;) However, he's back in #computerhope. As far as who controls #computerhope, it's assigned to a few people. But I think the rights setup on it now is whoever is currently logged in first. As mentioned in another thread I think I may be converting to a chat setup like Saviour's forums so not really that concerned about rights for the channel, but as of yet it's on the to-do list.

Zer0 was kicked by Carbon on my advice, after he/it banned Carbon and Pink Floyd.  it was the only thing I could think of to try as carbon apparently couldn't unban them.
Sorry to destroy the view that Zer0 has a mind of his own (one that isn't bent towards randomness, that is) but I thought you should know what happened.
Bots can be introduced onto Flashchat (Saviour PC's chat system) if desired, I only found this out today when Glitch was added to Saviour PC.
I've never seen how FC holds up with more than about 5 users but it might get a little confusing.  However, it doesn't require additional software, whereas IRC does unless you use a basic web client.  IRC is possibly less user friendly too.  My vote would go towards IRC, but I'm not too bothered either way.

I haven't looked into it too much yet, but does the flash based system on Saviour's forum rely off of IRC channels or what's the backend if any?

I believe it has no backend, but I could be wrong.  It's definitely not IRC.
