But it shouldn't be happening. I will leave a bunch of information and possible solutions.
Go to Start > Run > type

I don't know if this will work since you have SP3 installed but you can try.
Do you have an XP CD?
If so, place it in your CD ROM drive and follow the instructions below:
- Click on Start > Run and type sfc /scannow then press Enter (note the space between scf and /scannow)
- Let this run undisturbed until the window with the blue progress bar goes away
SFC - Which stands for
System
File
Checker, retrieves the correct version of the file from %Systemroot%\System32\Dllcache or the Windows installation source files, and then replaces the incorrect file.
If you want to see what was replaced, right-click My Computer and click on
Manage.
In the new window that appears, expand the Event Viewer (by clicking on the + symbol next to it) and then click on
System.

Download
Autoruns and search for the related entry and then delete it.
- Create a new folder on your hard drive called AutoRuns (C:\AutoRuns) and extract (unzip) the file there. (click HERE if your not sure how to do this.)
- Open the folder and double-click on autoruns.exe to launch it.
- If using Windows Vista, Right-click autoruns.exe and Run As Administrator
- Please be patient as it scans and populates the entries.
- When done scanning, it will say Ready at the bottom.
- Scroll through the list and look for a startup entry related to the file(s) in the error message. Either dwwin.exe or Dr Watson
- Right click on the entry and choose delete
- Reboot your computer and see if the startup error returns.
