      Welcome to ComputerHope.

      Is this a recent problem?

Are you connected via Ethernet Cable or are you using Wireless?

Try connecting it straight to the modem, and see, if same thing happens.

I have connected it to the modem with an ethernet cable, and it is just as slow =/

My laptop is constantly receiving 54.0Mbps from the router.
Where my son's is always changing from either 12-24-36-48 Mbps.

I was told that the lower the number the faster the website surfing is,which makes sense, because his is much faster at 12.0Mbps than mine which is at 54,so is there any possibility that my settings are set to always be the same, and his are allowed to change?

I see on the net, it should be ~3Mbps, so your reading is pretty good.

As I said, the speed looks fine. What browser are you using?

                      It looks clean.

You need to update Java, though:
                      http://java.sun.com/javase/downloads/index.jsp
Java Runtime Environment (JRE) 6 Update 10
Uninstall all previous versions of Java through Add\Remove.

Download, and install TCP Optimizer: http://www.speedguide.net/downloads.php
Open it, and put a checkmark in Optimal Settings. Click Apply changes button.
Restart computer, and see if it helped.

Close Firefox. Go Start>All Programs>Mozilla Firefox, click on Mozilla Firefox (safe mode). Same thing?

                          Close IE.
Go Start>All Programs>Accessories>System Tools, and click on Internet Explorer (no add-ons). Same thing?

I don't know what's going on here. Your test speed is very good, but you say, page loading is slow.
My only other suspect would be Norton.
See, how your page loading works in Safe Mode with Networking

When you turn the computer on, keep tapping F8 and choose Safe Mode With Networking in the menu.

rjpc is my son - who's laptop is fine.

My laptop which as the problem doesn't have norton, I can't see it in "add or remove programs" so I don't know which one I have,if I have it at all.

                                    Sorry for the confusion broni

Look at your post #17 with HJT log.
I see Norton there, not a trace of AVG. Whose log is it, then?

                                      The log is clean.
Going back a little. What do you mean by, it won't connect in Safe Mode with Networking?
                                      What happens? What browser, version?

When I boot in safe mode with networking,it doesn't connect to the internet,it finds the signal, but it won't connect to it.

I have inserted the correct network key,so it's not that, that's the problems.

I would have used internet explorer but I didn't get that far.

Turn off computer. Disconnect router, and modem from power source for 30 seconds.
                                        Power them back on.
                                        Restart computer.

If that doesn't work, bypass router, and connect computer straight to the modem.

                                        If that doesn't work...
Go Start>Run (Start search in Vista), type in:
                                        cmd
                                        Click OK.

In Command Prompt window, type in following commands, and hit Enter after each one:
                                        ipconfig /flushdns
                                        ipconfig /registerdns
                                        ipconfig /release
                                        ipconfig /renew

                                        Restart computer.

                                        If that doesn't work...
Go Start>Run (Start search in Vista), type in:
                                        cmd
                                        Click OK.

                                        At Command Prompt, type in:
                                        netsh int ip reset reset.log
                                        Hit Enter.
                                        Type in:
                                        netsh winsock reset catalog
                                        Hit Enter.

                                        Restart computer.

                                        If that doesn't work...
Download, install, and run WinSockFix: http://www.softpedia.com/get/Tweak/Network-Tweak/WinSockFix.shtml
                                        Restart computer, and check again.

                                          I'm glad, it worked ;D
...and, no, you should run it only, if there is some problem.

Things like that just happen. They're often caused by an infection, but we checked that, and your computer is clean. Sometimes, some installed program may cause it as well.
