Im confused about how burning an image onto a CD will help my computer?
It'll create bootable CD. You put CD in, restart computer, wait for a message "Press any key to boot from CD", press that key, and run memtest for couple of hours.
In order to see what type of hard drive you have, I need your computer service tag#. Post it back, and proceed with memtest.

Ok, I burned memtest onto a disk. But when I put the disk in, I cant open memtest.

Do you think I would be better off taking the laptop in somewhere to be fixed? Any idea how much that would cost?

Since we don't know (yet) what's wrong, it's impossible to say how much it'll cost.

Did you restart computer with memtest CD in? Did you see a message "Press any key to boot from CD"?
