cant connect through a proxy?

i was told by my isp peoplepc  that i am not allowed, or cant connect using a proxy server is there any way around this? the program i am wanting to use is g-pass.  thanks for your help!

If your ISP doesn't allow it, you will need to bring it up with them.

What is G-Pass?
