    Is that what the computer tells you, or is that your statement?  If its not, what error is the computer displaying

    A virus or malware may be blocking you from the control panel. You shoud make sure your antivirus program is updated and run a scan. IF you have a malware scanner please make sure that program is updated and run a scan. IF you don't have a malware program or anti virus you should download them and update and scan at least weekly.
