    Windows 98SE Reformat - Invalid System Disk

    Did a reformat on Windows 98SE now it says I have an Invalid system disk.  In the end,  want Windows XP on system....The tower has been setup so I do not have admin rights, yes, it is my computer.  I thought, ok, lets reformat but it won't let me.  I tried to change boot order but am unable to make cd first in boot order, it says it is disabled and yes, I can't enable it.  I could see all programs after switching the pin now on restart it says "Invalid system disk".
