Yea I'm familiar with BleepingComputer.
This is an issue I've never seen before so I'm not sure how to attack it.
I put these two files into a zip file so you can get to and download them easily (hopefully). Just unzip them and run as described in the instructions.

* It only takes a second and then move on to FixPolicies.
2)* Double click on FixPolicies.exe to run it.
* Click on Install. It will create a folder named FixPolicies on your desktop.
* Open the FixPolicies folder.
* Double click on
Fix_policies.cmd to run it. A Command Prompt will open and close quickly. This is normal.
* Reboot your computer after it runs
* This fix may prove temporary. Active malware may revert these changes at your next startup. You can safely run the tool again.
* Note: Some malware will block the running of this tool. So if you cannot run Fixpolicies, then, rename the exe file to something like fixtool.exe and then run it.You might need to restart the computer and then see if you can download normally.
