    Desktop background locked

    I have an older computer that I am getting ready for my daughter to use for non-internet activity like playing barbie games and educational and such.  I posted on software forum and they directed me here.  I have attached the HJthis log.  The desktop background is locked and I can't switch users.  Please help.  I have gotten rid of most of the old programs that I don't want on this machine, and this is one of the last hurdles to overcome before she gets to use it.

      Downloaded CCcleaner but I get NSIS error "error launching installer" when I try to run it.

        Since the computer is not connected to the internet, I downloaded the updates manually and saved them to the desktop also, but when prompted to update, it only tries to look on the net.
