computer has problems starting up

Hi,  my computer is not starting up properly.  I have to take off the bios jumper and restart the computer then turn off the computer, put back the bios jumper in it's original spot and restart the computer.  I must do this process many times everyday till dos starts up.  I have installed all the updates bios software from the manufacturer.  these are the specs:

 Processor  Intel Pentium 4 3.0Ghz
 Memory  4 slots: 256 MB, empty, 256 MB, empty
 533/800MHz FSB, Intel 915G Chipset, microATX Form Factor
  Maximum Memory: 4.0 GB
 Maximum Expansion: 4 sockets
 Comments: PC2700/3200 DDR SDRAM DIMMs. Supports Dual Channel DDR.

Once the computer is up and running i do not turn it off until I go to sleep.  What is weird is that if a do a restart with windows xp instead of a hard restart it is ok.  The computer has no other problems.  I if anyone can shed some light on the matter, I would appreciate it.
