flashing cursor

Hi I just recently purchased a comp with vista 64
when ever I try to look at windows explorer my cursor is constantly flashing like a beacon every second it goes from the normal cursor to the clocking donut and back. my system is not actually clocking as far as i can tell.
anyone have any idea why it's doing this? this is very distracting and irritating

What programs are running in the background/tray area ? ?
Is the machine online at the time ? ?
