Need help installing win 95/CD-ROM not recognized

I am trying to set up a PC for my Daughter, but not sure how to install windows 95.
I put a spare hard drive in it that I formatted, and I am not sure how to run the windows setup from the CD-ROM, because the computer doesn't recognize it yet.  What do I need to do to access the CD-ROM?

So the CD ROM lights do not flash at all? Or they do but you can't read CDs?

Yes, lights flash, but it won't read.

Well to run from the Cd use www.bootdisk.com and use it to enter DOS to run setup or enter system setup. Mine is hit DEL to enter don't know yours. Try changing your boot sequence to CD first.
