Power Supply Sound - Something not getting enough power

Ok ill start out with my computer specs
OS - Windows XP SP2
Processor - Althon 64 2.0 GHz
Graphics card - Geforce 7800
Power Supply - 450w
Hard Drives - 80 gig, 250 gig
CD driver - standard nothing special

Ok heres my problem, my power supply has started making a high pitched noise that usually means something is not getting enough power. The reason i say not getting enough power is because it comes and goes, its not always there. i have tried opening up my computer and making sure that all the connection are connected, i removed my sound card to lighten the power load on the PS. What im looking for in a reply is any other thing that might be causing this.

If the PSU is older than 4 years replace it...
