Those aren't hardware specs.
Those are technical details.
"ram 128 , 29% free , processor is 1300 mhz" is part of his hardware specs. 

1300Mhz CPU and 128MB of RAM.

that's enough to say that if it get's more RAM it will run XP perfectly fine.
Yes, 128MB is just too little RAM to run Win XP with satisfaction for most users.  Win XP may run on 128MB but it would be a frustrating experience.  One other component which hasn't been mentioned but which is significant in terms of Win XP performance is the display adapter/video card.
