    can not open internet options, use smart screen filter, click the little globe at bottom to change security settings. I tried about a week ago to uninstall ie8 but almost at end of uninstall couldn't find ieencode.dll.000 could not finish uninstall. now stuck with ie8 only partialy working. tried fixing things in safe mode same problem. little red x at bottom says microsoft online service unavailable.

      Several ways to get to internet options/properties


      Try Start>Settings>Control Panel>Internet Options>Advanced>Reset IE Settings

      Try Tools>Internet Options>Advanced>Reset IE Settings

      Try typing inetcpl.cpl into the run box>Advanced>Reset IE Settings.

        I am having a similar situation with my IE6.  When I go to the tools-internet options, a box opens and states something to the effect of:   this option has been restricted, contact system administrator.  Not those exact words, but the word restricted and system administrator is in it.  I have just tried following the other two ways listed above and they are not opening up.  when I observe it on the Task Manager, a rundll32.exe appears for a less than a second and then goes away.  I am having a very similar problem with my firefox since tuesday.  that is why I was on explorer to begin with. 

        Any help or guidance in figuring this out will be greatly appreciated, as I have exhausted my limited knowledge base and have not gotten the desired results.

          Thanks karnack hope i spelled correctly. i have already tried all 3 suggestions through other help still dosen't work. using tools or control panel hour glass starts window start to come up then dissapears. type in run same thing wont come all the way up. have uninstalled just about every game or other stuff ive downloaded tried safe mode it shows internet options in control panel but no name just icon. clicked anyway but nothing.

            Perhaps a system file is corrupted affecting IE.....

            Go to the Run box on the Start Menu and type in:

            sfc /scannow

            Have your xp disk handy in case you are asked for it ....... Note the space between sfc and the /

            Read up on SFC ...... so you know what's going on.....

            Just looking over the initial posts you might want to run a scan with MalwareBytes and see if somethings infecting the browser, always a possibility

              Hi karnac I just downloaded SUPERAntiSpyware 4.27.1002 and ran it.found a few small items but did not correct problem. would like to scan but dont have a disk. bought computer from friend with no disk ask for one but he it  said it had been lost. would it matter? should I also download the malware program you suggested? computer was fine until I tried to uninstall ie8. thats when problems started. computer came with ie7 and i upgraded to ie8. thank you much for all assistance. also have and use Avast antivirus.

                Having the xp disk enables you to run System File Checker..... Borrow an XP disk from a friend and run SFC ..... make sure the version is the same as you have ...ex. XP Home or Pro......Run malwarebytes as well, it may pick up something else but the missing dll file is what you need......
