I have this same problem with changing from dos back to windows..  It will come up with reboot and you see the win98 logo for a short while and it goes into dos..  The solution CH000140 asks for a game and none was played.

Although document CH000140 is referring to a game causing this issue, any program that restarts the computer to a MS-DOS prompt could cause this issue. Did you check your autoexec.bat and config.sys to verify that these lines were not present?
