can't switch users unless total shut down

Hi;  I can't switch users unless I completely shut down my computer and re-start.  This was never a problem before, but just started.  What did I do??

Click Start then Control Panel then User Accounts. Click Change the way users log on or off. Check the Use Fast User Switching check box then click Apply Options.
