Phosphor

A collection of blue, green, and red dots or lines that become charged by the CRT (cathode ray tube) in a CRT. When charged, the phosphor lights up for an instant, causing a visible color to show on the screen of your monitor. The picture below is a macro shot of phosphor dots on a CRT monitor.
