Adobe Photoshop

Path Blur or Photoshop Path Blur streaks the blur along a path simulating motion. The path is directional (arrow), with a speed and taper amount. There are options to center the blur and change the endpoint speed. Selecting Edit Blur Shapes adds additional controls to affect the start and end vectors of the blur effect. The path can be changed using the handles, and additional handles can be added by clicking the path. Multiple paths can be added by adding more pins to the image.

The Blur Gallery Motion Effects tab has adjustments for strobe length and flashes.

The Blur Gallery Noise tab has Gaussian, uniform, or grain options, along with amount, size, roughness, color, and highlights.

Path Blur works on 8 Bit, 16 Bit, 32 Bit, RGB (red, green, and blue), grayscale, and CMYK (cyan, magenta, yellow, and key) images, and Smart Objects. This filter needs a working path, and launches another window with options.

Path Blur is part of Adobe Photoshop's Extended Filters.
