    Dell Desktop boots half way and then stops. Please help

    I have a 2007 Dell Windows 7 desktop that will start to boot, with the green bar moving half way across the screen and stopping in the middle.  This started to occur after a power outage in the neighborhood.  I took the computer in to the repair shop twice in one day, and the computer booted perfectly fine both times at the repair shop.  I tried other outlets in the same room unsuccessfully, still getting the Dell screen and the green line half way across the screen.  I moved the computer to another room and it worked for awhile.  However, following another power outage, it started doing the same thing again.  Another return trip to the repair shop yielded the same result-- it boots fine there but not at home.  My newer HP laptop and other electrical items work fine.  I bought a new battery backup and tried plugging it into that.  Same result.  This is my work computer and I am desperate to find the solution.  Please help.  Thank you.

    Can you check the voltage of the plugs in that room?
